Default Is reflash software really a J2534 in diguise?

You see J2534s all over the place these days, but aren't they limited in what they can do compared to EFI Live or HP Tuners and such? Are these programs really a J2534 on steroids?

Short answer is no,

J2534 is just a protocol of how to reflash. Sure the EFI/HPT and others hardware could run firmware that would make them J2534 passthrough tools, but the tuning software is nothing like a J2534 reflash application.
