Throttle Cracker without VSS input?

Default Throttle Cracker without VSS input?

I did a engine swap into my 68 bird. I have a LS3 with a cam and have been slowly tuning it with some success. My problem is when I let off the gas quickly when driving the RPMS dip down to 650 then back to idle. Sometimes it will die. I was looking at the throttle cracker and noticed it worked off speed and rpms. My PCM does not read speed though since the VSS signal is no longer there. Could this be my problem? How can I get a VSS signal to the PCM? I have a autometer electronic speedo if that makes any difference. I also noticed my IAC never opens above 80 even with full load? at WOT the IAC is like at 10.

Add follower and/or reduce the decay rate. Cracker is nice to have, but you can get around it.
