Are 99 and 2000 pcm's interchangeable or do you have to repin the connector?

Yes, 98 is the odd ball one that you would need to re-pin the harness.

Go to ACdelco.com and you can look up the PCM and it will tell you what vehicles the part fits.

I did the idle thing on your site and it helped tremendously. Need to fine tune some more things and then figure out how to tune for the a/c being on.
