Default overdrive is not kicking-in

2004 corvette L-1 complete engine & drivetrain mounted on a 34 Ford.

Need to identify the wire coming out of the ECU to the torque converter lock-up. Currently, the overdrive is not kicking-in.

You need two wires. One for the TCC apply and one for the
TCC PWM. Apply is active when grounded. PWM you could
tie to IGN for full duty.
