What do you have for a pressure regulator? I thought the V6 Camaro had a vacuum referenced, rail mounted regulator on the engine. I think we need more info about your swap.

It is a 97 shell that is it... then a 99 formula was built out of it using everything, all hoses, brake lines, fuel lines, wires,...literally everthing. There is nothing V6 left. It has a stock 99 fuel rail with the regulator in it.

So basically its a 99 formula w/ all the emissions ripped off it. Evap canister is gone, and purge solenoid is disconnected. The line that returns to the tank is open to the air right now and I can blow through it. So its not obstructed.

Your fuel system still confuses me. What gas tank and sending unit did you use?
If its a 99 V8, the regulator is in the fuel tank on the sending unit assembly and it should have a return line to the tank.

Here is the factory manual description of how your fuel system should be for a 1999 V8 Camaro. I also added the Fuel System Diagnostics for you.

its the car I thought it was then. I was asking because i didnt know what tank you kept.. the service manual is kinda missing data as to what diff there are between the two (v6 tank and v8 tank) the v6 shows it has a fill limit valve and I dont see it on the v8.. also the valves need vac on some tanks. others its not the case.. the v6 showed a fill vent hose in one diagram but doesnt it others

he has done swaps and knows how things work so I dont see him not knowing how to hook up a fuel system.. but im thinking simple mistakes over looked things here guys

the one on the rail is a dampener, only the 97 vette got a fuel rail regulator.. your '99 formula regulator is in the tank.

That is a pulse dampener, nothing to do with the fuel regulator. It keeps fuel rail pulse knock from being loud.

Does it have a vacuum hose coming from it (going to the manifold)...?

Do you have the stock fuel rails...? If so then your FPR is in the tank as said above by those two guys.

Fuel system is 100% stock 99 formula. Except a walbro 255 ump in place of the stock one. Didnt touch it over the holiday weekend. Probably mess with it again tonight.

Then see posts #26, #28, #30...

This means you have a problem with your FPR and/or pump (both in tank at rear) like everyone said above...

or another possibility is that you deleted the EVAP system and put plugs on the fuel tank evap purge/vent lines... plugging the vent causes the fuel pump to create a vacuum in the tank, and this will make fuel pressure be low... as said by Old Geezer above.

Got this lean problem figured out... It was something dumb . My friend used 3/8 steel braided hose between the pump and the housing, the hoseclamps were not clamping it down enough, and the hose was too big. He put a peice of rubber hose and it sealed and we took the car for a spin and day/night difference.

Still doesnt explain why you cant put gas in it though... you have to go super slow or it backs up and shoots out the filler tube. Even with the middle line going to the fuel pump unit off and you can blow air through it just fine.

* wow... this has probably been a problem on the car for 5 years. We could never figure out why it leaned out a little on the top end...MPH always sucked. It slowly got worse though. Made some passes last night , logged it, dialed in the MAF.... welcome to a new car... I feel dumb now.
