Default rough running but rich?

so theres a problem. its not a chevy, a friend of mine and a lightning. the truck is running rich 11.9 on a wide band. but its eating plugs. melting to be specific. so something is off. the original engine had blown last year. a built engine replaced it and had ran good for nearly a year.
but now this problem. all i can think of at this point is timing. but why would it change now? nothing has changed on it.
CAI, catback, pulley and tune.
a friend of mine found a vacc leak on it, thats been fixed. but still running like poo. i dont get it. could the chain stretch that much that it would throw the timing off that much? and if so wouldnt it be loud as ****?
any help would be appreciated thanks.
