also, if you are looking at spending ~400 you might as well get HPTuners and start going at it. Get HPTuners and get FROST to do a mail order tune for you to get started.

Yes you can spend even more $'s and get a custom tune made for the OTHER requests you had. That just seems counter productive in my opinion considering all the other options available to you.
Why in the hell would you pay full retail ($400?) for a handheld anyhow, always buy them used (<$150!) and only buy if original owners VIN has been unlinked.
You then mention you going to get a dyno tune ($500+)? The two don't go together back to back that quickly if you have your wits and finances in order. You should plan properly...
The smartest way to get to where you are going is with a mail order tune at a fraction of the cost with (www.TunedbyFrost.com) and when your modifications require a dyno tune spend the extra cash.
