hp tuner 99' LS1 high speed fan control

hp tuner 99' LS1 high speed fan control
have a bit of a unique problem with hp tuners and fan 2 control
bit of back ground:
aftermarket wiring loom, so i have two relays powering each thermo fan and i'm only interested in switching both on at the same time, i did this by earthing both relay triggers through pin33 on my ecu (high speed cooling fan)
now i can manually activate the bit with hp tuner and the fans spin fine, but i can't for the life of me get them to turn on with just the temp signal
i have altered the activation temps and my A/C is set to fan #2
due to the way the system was wired fan #1 wiring has been deleted and i'm wondering if it is playing a part in preventing the earth for the high speed fan from functioning
