Default O2's not switching properly..tune related?

Hey everyone
I have a 2002 WS6 and i just recently (200 miles ago) replaced my two front O2 sensors with Denso Corvette rear O2's.
Anyway, I was getting a re-tune (previous owner tuned it but it's all jacked up) and the tuner noticed,at idle, my O2's where switching, but only up to ~700 and not reaching the 900's. Only when I applied around 1200 rpms did the O2's jump up to the 900's.
This is all data gained from my previous PCM tune. The tuner is going to download the new tune this evening, but after looking at the data he thinks both O2's are not functioning properly. Does this sound like both of my brand new O2's arent working properly? Maybe I didn't screw them down well enough on the
install?
