Not detecting OBD2 protocol
RED/BLUE pcm from 2003 lq4 reprogrammed by wait4meperformance to delete VATS, EGR and rear O2. Swapping lq4/4l80e/np241c into a Jeep Grand Wagoneer.
Blue pin 58 to OBD2 pin 2 showing 0.05~0.4v fluctuating in RUN
OBD2 4 & 5 grounded to common point on firewall
OBD2 16 is hot at all times 12.6v (run through silverado fusebox)
Engine starts up and appears to runs. Idle is high, but no tach yet to see. However, when I hook my ELM 327 (serial to pc, using a USB-serial adapter, works on a subie and ranger) up it says failure to detect protocol.
I'm confused why it doesn't work.
Any ideas?

Completely removed the yellow pic 59.....no change.
Next to try pulling signal from pin 59 to the OBD2 port.
I have another pcm that I pulled from something in the junkyard. Could I swap that one in and see if I can read it with the OBD2 scanner? I think it was out of an 04 with a 5.3L.
I really want to be able to read it before I take the first test drive...this is killing me!
