"Link Error" when connecting a scanner

"Link Error" when connecting a scanner
I can not get a scanner to connect to my car, it says "link error" or communication error depending on the scanner.
The scanner powers on but when you try to read it comes back with the above error.
I've checked all fuses and ground under hood.
My cig lighter is working.
Any help would be great.
It is a 1998 Pontiac Trans Am.

Fuses where my first guess, they all looked good and I even replaced a few that looked a bit rough. The scanner powers on but doesn't connect.
The lights are on as soon as I turn the car on, I've checked the sensors and wires and they look good.
The rear tires are wider but same height but that wouldn't trigger until the car was moving.
The scanner is a ACTRON CP9580 AUTOSCANNER, it is capable of reading ABS and a\Air bag codes.
I've used it on 3 other cars including a 01 Z28 and it works fine even pulled a ABS code.
I've tried my scanner plus 2 others and none of them connect to the car.
I've checked under dash and the 5 wires connected to the back of the port are all connected and not frayed.
The car does have a viper remote start/alarm installed, I dunno if that would interfere or not.
