Verify that you are using the right pin for your tach coming from the pcm. Pin 10 is the number and it is usually a white wire.
If it is, there really isn't any way for it to be shut off, so it should always work. The main issue with the outputs is that they are just tuned for the wrong pulse, so the tach will be wrong unless the tuner sets it up for an exact customers needs. For example, at 400rpm, the tach will show 800. It is an easy fix though..
One thing also on this issue, the tuner has the ability to turn on a Tach pull up, which sometimes helps.
