I may have a problem with my throttle pedal and trans due to tune? please help

I have a gen iv 5.3 4l60e e38 pcm in my wrangler.
Originally novak adapt did my tune. Everything seemed fine except they set the drive on demand to kick on at any speed.
Had it re tuned by someone else to and he also did some other stuff to boost line pressure in trans, and whatever else to give it more pep and make it run/start better?
Heres my current problems....
When I shift out of either park or reverse, into drive, I bearly have any throttle response. I can push it 3/4 of the way and ill get some response....BUT then I can let off and slow to about 10 mph and then magically it comes to life 100% and all is fine until I go into park or reverse again. Very annoying when pulling on to a highway lol. Been dealing with it for a year atleast and no one has answers. Not even the tuner.
Tried replacing the pedal and throttlebody like they said. Its got to be in the tune being I never had the problem before he tuned it.
