Default bad plug in port

my 96 T/A has a check engine light on, but everything runs fine, but it is still very annoying, and we went to go read it whith a OBD2 scanner and it would not work, like there was no power to the port, what should i do?

Check the cigarette lighter for power, if none,
check the fuse? At least on later models this
is the same power circuit.
