So I have a 2002 camaro pcm and a psi wiring harness for a standalone ls1 fbody accessories. So my question is I am using a 2006 corvette alternator now and it's not charging right I either get nothing or 15-18 volts.. I have tried the "f" and "l" terminals and a 470 ohm resistor

A 99-02 LS1 PCM can't control a Gen4 alternator. The wiring and control signals are different.
A 06 Vette alternator needs a pulse modulated signal to control the charging level. This signal goes to the pin "F" and can't be generated by a LS1 PCM.
It's easier to get a older alternator
