What's wrong with EFILive .tun file Repository

It's got me stumped! I have tried it on 2 different laptops, 2 different desk tops, 2 different locations, 1 location on cable and 1 on DSL. All 4 have the latest V7.5 and V8 updates. I have always used IE for a browser.
I want to think it has something to do with the difference in .tun files and ctz. files but default is to open all files.

Problem seems to be that IE does not know the file type, so it pretends it is html...
instead of left-clicking on the link, try doing right-click->Save Link As and see if you can download it like this.

Lately I noticed the following:
- IE does not know what to do with a .ctz file (even with latest EFILive software), so displays it as if it was a html page;
- FF downloads only (does not cause the tunetool to open the file), so requiring user to open it.
