Default P1518 at 36% TPS (HPT Log attached)

I have a 1961 C-10 that I recently swapped a built 5.3/ NV3500 5 speed into. The motor is MAFless and O2 sensorless. I recently got it running/driving and started tuning the idle and such. I noticed at 36% throttle, P1518 sets and then goes into limp mode. No other codes are associated. As long as I stay below 36% it does great. Troubleshooting so far has been checking continuity/ volts/ grounds on the ETC system wiring. Everything has checked out so far. I did have an issue with the throttle body initially before I got it started and replaced it with a brand new (non-rebuilt) unit. PCM is from an 03 Tahoe. Anyone have any ideas? I have searched online for this code and pretty much the majority of the problems were corrected with ground problems at the block which I have all my grounds for the engine harness at one point inside the cab and have checked multiple times. I think it is weird at a certain TPS this problem arises and that is the only time it happens......

Note: Of the attached log, the code sets at frame 854.
