Dyno to start. Data log at the track helps too.

I tune on the dyno (load bearing) and then go to the track and 99% of the time do a full pass straight from the dyno. The dyno saves a lot of passes and I can get data easier and faster without having to worry about the cars suspension working or blowing the tires off.

A street/strip tune can get just as much power as a dyno as you have a basis for comparison on what's working or not. Only downside is time as this can be accomplished much quicker on a dyno than at a track.

For purely power, hit the dyno and tune the **** out of it until you get the most power.

Dyno allows you to verify fueling and timing in a controlled environment/manner (helps to avoid engine failure).
