Fans do not come on with A/C

Fans do not come on with A/C When I turn on my A/C my cooling fans do NOT come on. My fans will not come on until the ECT gets hot enough to run the fans - that is both with the A/C on and the A/C off. When the car is stopped my compressor runs (I can hear it groaning) but my A/C blows very warm. When the car is moving the A/C gets cool again. My A/C compressor also makes a groaning sound when it is running.
I think this all started happening when I did a cam swap/DOD delete a few months ago. I had a tune loaded into the car at the same time. I do not know anything about the tune, where it came from, etc. The noise started immediately after the cam install though I'm not sure about the warm air/cool air part because it was winter.
I am thinking something in the tune is keeping the fans from turning on when the A/C pressure ramps up. I suspect this may have damaged my compressor as it now makes a louder than acceptable groaning/growling sound. How do I figure this out? I have an HPtuners copy of my tune but I really don't know what I am looking at.
The car is a 2009 G8 GT.

Sound like a tune problem. When ever the a/c compressor is running the fans need to be running to cool the condenser coil. I am surprised it didn't overheat and blow the relief valve on the compressor.

Also, I will get a set of AC gauges on it this weekend. There is a chance that the system is low on refrigerant and the compressor noise is the compressor pulling vacuum. Not the best theory but I'm running out of theories here!

I put an A/C manifold on it and the ECM is running fine. If I let the car run for a few minutes the A/C pressure slowly crawls up to around 200 psi and then the fans come on and drop it like a rock. The problem is mechanical and not the tune. I don't know if that makes me happy or sad haha...
