When do stock LS1 fans come on?

My car is having an overheating issue after idling for 10 minutes or so, and I've noticed only the driver side fan comes on. Low and high speed but passenger side fan never comes on? I turn on and off the a/c, switch the relays nothing? Someone tell me when both fans are supposed to come on please! I'm about ready to order a new fan assembly and a #3 fan relay because I've had this car almost overheat twice.

fan 1 turning on at 160 F 2nd fan running at 190F

And to clarify, Fan 1 means both fans run low speed and Fan 2 means both fans run high speed.

can you unplug the fan and put power to it to see if the fan even works? Maybe the fan is no good.
