My 5.3 with Isky 218/218 and an S480 will build 15 lbs on the brake at 3200 RPM.
You can always try the IAT trick. Works as anti-lag. Can pull out 25 degrees of timing and it will make all kinds of noise and spool pretty quick. I used it a few times, but the car builds boost so well on the line that I stopped using it.
You basically use the T-brake button to click a relay that disconnects your IAT, and then you use the IAT timing tables to pull out 25 degrees at the coldest temp column at 100 kpa. This doesn't mess with the rest of your tune in any way.

To update this thread I found the problem. I initially changed the converter to a circle d unit and it still wouldn't build on the brake. Then the turbo stopped spinning at idle one day while I was checking things out under the hood. Ended up taking the turbo out and found that the flexible mesh bellow had come apart and was lodged in the exhaust housing bending the shaft and turbine wheel. Replaced the turbo with a t4 s475 and it builds 8 lbs on the brake in 2 seconds. Still haven't ran it at the track or done any further testing but we will see. Thanks again Ron
