Attention - "!EGR" is a BAD thing!
My 2001 didn't come with a EGR, so with that said, I guess GM engineers decided it was not needed after all.
More O2 and fuel DO make more fire, but it's how that fire is contained, pressurized, and controlled that is the issue in performance.
One factor, clarified, is that the modern EGR allows for an advanced spark, which actually increase the pressure on the piston (better combustion) for more power/economy at most mid-throttle settings. And, yes, with all EGR systems it is disabled at WOT - even the EPA still allows an unregulated WOT.

Top fuel cars don't need no stinikin' part throttle regimes, nor are they tuned for anything other than maximum power. Also see the LS2/LS6 as an application where EGR is not necessary, but it's function still exists in the design of the PCM and hardware in the engine.
That all makes perfect sense.
