TPS not showing TB opening to 100%...HELP...

So I recently bought HPTuners and have been logging my car.
Set Up
99 Camaro SS
418 LS3 stroker
LS3 heads
Holley Hi Rise
Nick Williams 102 cable drive
TH400
My questions is when I go WOT my log only shows that my TPS only goes to 75%. I have a lokar cable running from the pedal to the TB, no binding. I also check when I smash the pedal the TB opens all the way to the bump stop. The TPS is my stock until with 24K miles.
Is my TPS bad and needs to be replaced? Or I heard that Nick Williams TB are set up different and will only show 75-80% when its is 100% fully open?
Up to hear ideas please...

Update......
checked the volts and was only getting 3.3V at WOT. Traced the wire because I had to extend them for the Hi Rise intake and I flipped my TB upside down. Found my power out wire blue has a bad connection. Fixed the wire, cleaned and re-soldered the connection. All good now. 4.5V at WOT.
