I can enable it with the scanner, so I know it's wired up right. But I have something screwed up so it won't enable. Maybe one of the AC enable settings?

No I dont.
I just got hp tuners and have been messing with it. It seems like the cooling fan stuff is so much simpler with the 411 ecm vs the newer ecm's like the e40 in my car.

I had a similar issue on a friends truck (s10) swap. I can't remember all of the ins and outs of what we did, but it was a combination of making sure the platform type, system type, and fan type was all in agreement. It took us a couple hours of trial and error to get it right. We also had the same thing, could enable the fan with the scanner, just would not come on via the ecm.

thats exactly what I think the issue is. it was a gto pcm, now running a van OS thats been dicked with to enable flex fuel.

i have efilive so i cant edit your file but i compared it to mine which works.
my platform is gmt800, yours is 610 but the options table for your 610 matches my 800.
i have all my ac pressure values maxed out, not just the max ones but the min ones also.
you said you have a van os? what type of ac sensor? the fbody os uses a sensor and the trucks use a on-off switch. i would think the vans use the same as the trucks.
on temp ac on: 70f
all your delays are zeroed out. mine are not. not sure if these matter, but factory OSes do weird stuff sometimes since these variables arent always fully figured out.
turn on delay: 5
turn off: 2
min run: 10
