Holley dominator tuner
Doing my due diligence, I have answered my own question. It is not what I am looking for. What I am looking for is a way to simply retard timing when I run nitrous.
So do you have the Holley Dominator ECU?
Not sure what you're really asking here, if you're asking if the Holley can do this then yes its very capable of pulling timing during nitrous activation

If he was asking if it was a hand held then he obviously didn't have a Holley ECU when he made the post and didn't know what is was considering he called it a tuner. By his reply he must have figured out that the Holley was not what he was thinking it was.
