Default Pcm Connectivity issue and fuel relay click

02 Tahoe 5.3 swap into old dodge d100. First time I’ve ever done my own harness rework. For the most part everything seems ok. I’m not getting data port connectivity through my hp tuners interface and snap on scan tool. Have power and ground and when I put a voltmeter on pin 16 I’m getting some readings which looks like data . Any thoughts???

2nd problem is fuel pump relay is clicking and fuel pump is not working. Everything is hooked up correctly and I swapped a new relay and still same problem. Not sure if fuel pump might have come disconnected on instal into tank but even then using a test light I’m getting power to tank with pulsing light consistent with the click noise. Bad ground??? But it’s grounded to block which is ground to frame which ground to battery.

any how your thoughts are much appreciated.

Have you checked the voltages on your CAN BUS?

I know you said you have voltage on pin 16. Did you go from battery negative then to pin 16? If you haven't, use pin 4 for the ground instead of battery negative and see if you have voltage.

Does it have a fuel pump driver module or just a normal relay setup?

You said you are seeing some data? What are you seeing?

Has VATS/PATS been disabled in the tune?
