Default L83 swap

I put an L83 and 6L80 trans in my '63 Pontiac Catalina convertible. Toughest swap I ever did, even worse than putting a 354 hemi in a 55 chevy two door wagon. Supposedly an impossible swap in the 70's. Sorry I digress. When I first put it in it was pulling 17-18 mpg and now it is down to 15. It also has developed some transmission glitches. I am assuming that it is the learning curve in the PCM that would account for the changes. I am not capable of tuning the PCM because of lack of knowledge and equipment. I really don't want to buy a bunch of equipment and go through a long learning curve so am looking for someone in the general Los Angeles area that is capable of doing a "tweak and peak" on this thing. When I did the install I used a Howell loom, they did a bench tune on the PCM, it has not been touched since. If it makes a difference I installed a Comp cam and a DOD delete before installation.
Any help will be appreciated.

What do I need? looked at the HP website and have no idea what to look for. You need to understand that the last two cars I built, one had dual points in the distributor and a holley carb on an edelbrock manifold and the other had a Joe Hunt magneto and hilborn port injection. My dad had a repair shop and I grew up in the business but got out just as the electronics were coming in in the late 80's.

Don't know if it is of interest but I have an OBD link MX+ in the ash tray. Had a problem don't even remember what and someone suggested it. I did find and fix whatever and it has been riding around in the ash tray ever since.

If you think that you can help me from half way across the country I am up for it but I am totally ignorant of the workings of the systems. I do understand what they are doing but the how might as well be written in Sanskrit.
