ECU simulator

If I switch to the terminator X how do i pass inspection. Is there a way to set the stock ecu up to not put out any codes, pass an inspection check and not be attached to the motor? Or is there a simulator you can buy? I live in NY so my understanding is ECU has to Vin match and not have any codes.

I’m currently working on piggybacking a TermX in an 05 V. It will have a stripped down stock harness but stock functionality for gauges, a/c, fans, etc. Plan is plug and play harness with no CEL’s
