I wouldn't say it is the best laptop out there on the market but the HP 250 G8 Notebook PC for under $900 is a good choice.

what ever you decide i would go with a solid state drive and make sure you turn off the auto update feature off, had a buddy brick a ecm because his laptop decided to update in the middle of a reflash.

Tuning is not computer processor intensive. A cheap laptop will be fine.

Large businesses will retire employee laptop computers before they become problematic. There are places that resell those computers and you pay for condition and features. I bought a very nice Dell laptop for $200 from one of those places. Been using it for 8 years. Replaced the battery last year for cheap, it's a hero again.
I'm not putting a lot of money into a computer that goes for rides in a hot car in summer and shakes the screen with the rough ride.

In the past I have preferred durabooks or toughbooks because of my tendency to strap them in the passenger seat for datalogs while engaging in high intensity driving. With the advent of affordable solid state memory, even really cheap computers tend to hold up just fine. The spinning hard drives were the weakest link in years past. Now, just don't break the screens.

I run HP Tuners inside an Oracle Virtualbox Windows virtual machine on my Linux laptop. I set the virtual machine up so that it has **no** network connectivity ... thus Windows (and HP Tuners) can't update. I have a working system, why would I break it with an update to either? Another advantage of this is that you can save a backup copy of the virtual machine. If something happens to it, you can just restore from the backup.

anyone had luck using Parallels on Apple OS and running HPT or Holley EFI?
I gave up and decided to use my old MacBook Pro as a dedicated garage laptop and just installed windows on bootcamp. its the last model with the DVD drive, and you can add an SSD and more ram for pretty cheap and have a really solid option. I think you can still pick those up for a reasonable price used on eBay.
