Default O2 Sensor Stuck Reading 1.108V

Noticed '02 Z28 was running terrible recently, HP tuners shows me that an O2 sensor (B2S1, passenger front) is reading 1.108 volts no matter what, so it's pulling over half of the fuel trying to trim. Nothing changed when I swapped it with the post-cat sensor. Has anybody seen this happen before? I would rather not force it into open loop for the rest of its life.

did you install a new AC delco sensor ? if not, start there. And check the wiring.

Put in a new sensor, it runs fine even though both bank 2 sensors were reading bad, idk how a new one fixed both, but here we are.

Sorry, maybe just me, but did your new sensor fix your problem? All your O2 sensors are now ready correctly or are the rear ones bad now?

Honestly I still have no idea what the problem was. It kept reading bad at random (as opposed to constantly before) for a few miles after that and now it's working consistently. I think it might have actually been running super rich but I also think I would've been able to tell if I was sending enough unburnt fuel into the exhaust to max out the O2 sensor.
