What kind of car are we discussing here?
It must have had 200HP before the swap if 220 is OK now.

That is not too bad. I am moving to Portugal and taking a 5.3 powered 71 Lemans. The 400 was rated at 300hp, the L84 "officially" rated at 355 hp.

I see your predicament. The caddy only had 140HP to start with. That plus 20% (70HP) is 210 HP.
Too bad they don't use torque figures instead of HP (Or do they??)
Your stock Caddy engine put out 346 #/ft at 2000 RPM.
The LM7 is rated at 315-335 #/ft @ RPM unknown.

Get an adjustable timing setup and advance the camshaft 4 degrees. You'll gain a little extra torque below 3500rpm (after calibration).

It's actually gonna be a 1978 Cadillac DeVille now. The Danish government wanted 46000DKK as taxes to register my 1988 Brougham. This is based on new price in DKK in whatever year the car was built or the current value. Whatever is lower. Due to the exchange rate and explosion of car prices throughout the 80's it makes sense to import 70's and earlier cars.
The 1978 has 180HP and has had Danish plates 15 years ago, so no new tax

I wish the 80's and late 70's cars would make that much. A friend has an El Camino that officially has around 350HP. He can pretty much whatever with worse brakes than what I have. It seems like NET vs Gros HP is not taken into account.

Now after actually swapping my 79 DeVille and getting it legal, I can say NO PROBLEM pulling power. I am allowed 218 hp and made around 210 hp at the crank. It was measured on a chassis dyno, with a rolldown cycle to measure drivetrain resistance.
Here is the tune file that made it work.

I see that you are in the same boat as me, i want a LS3 with only 350-360 hp on the dyno for registration.
Located in Sweden and do what they call a "modified" registration.

Set the built in rev limiter to top out at the RPM at which the desired power level is achieved.
After the dyno test return it to normal rev limit.
