Not all pins on a PCM connector are used. The pin on the device side might not be connected to the printed circuit board. On the wired connector side, there might not be a wire in the hole.

Thanks Rick definition meaning if it is not attached to the board in the pcm would be not available and powered or grounded but no wire connection must be not used is that sound correct thanks

They use that PCM on various different platforms, f bodies, trucks, SUVs, etc.
Some platforms have functions that some don't.
Flex fuel being an example. The fbody and a 2002 Tahoe use the same PCM, however the Fbody doesn't have Flex fuel support but the Tahoe does. If you change the Fbody OS to the Tahoe, add the terminal to the correct pin on the PCM, it now has flex fuel.
I have never read(that doesn't mean it's not true)that there are pins on the PCM that are not hooked to the board. I can't see that making sense from a manufacturing stand point where they are producing millions of PCM's, that they would go through the hassle of not hooking up certain pins.
