Default Ob2 scanner not able to read pcm

So currently I'm working on a 97 Chevy obs with an lq9 swapped. I got everything working on it besides My scan tool will not read the pcm And won't Stay running For more than a couple seconds before it bogs down and dies. I have all grounds 12v constant and 12v switched verified to the pcm. Data wire is there as well. Vats turned off in the tune. Curious what else should I check? Could it be possible the pcm is bad because i've been looking into this thing for a couple of weeks now and I don't know what else to do. Someone please help haha

Possibly two different issues involved. One is the pinout on the plug. Specifically check the power on 4 and 16; without that and without the key on, the scanner won't connect. The other issue might be found in a code when the scanner is functioning...

The scanner will turn on, just not communicate. I have ground and power, just no continuity when chasing the data wire.
