high idle

Default high idle
hi i have a 2001 ls1 with 243 heads and small cam with a t56 the guy i got it from said he had it tuned. after a cruise above 55 it won't idle down (1500 ) rpm when i turn off the key and restart idles down. any ideas? thanks
