Tps sensor help!

Tps sensor help! I have a 99 ta ls1, stock tb. I've tried several different tps sensors including 3 ac delco and none seem to hold 0 after reset. My issue is high idle. I can reset the tps/iac to 0 when the key on for 30 secs procedure and tps will read 0% on scan tool but as soon as I crank car it jumps to 3.5% and idles at 1200rpm. I've checked grounds and it appears the reference volt (5v) from pcm doesnt change but gray wire volt goes from .53 to .65v from key to run to car running. Any ideas on why voltage jumps when car is cranked
