Default Recommended diagnostic tool for semi-pro?

Hi,

I have a friend with a small shop that deals with electrical system diagnosis of various makes of vehicles. Now he wants to include GM in his repertoire. He needs to be able to do the following:

-Remove the 180kph speed limiter on non-US market cars
-TPCM swap with junkyard unit
-Program new car key without transponder (I didn't understand this request)
-Body/Engine/Tranny ECU swaps between compatible vehicles (including older OBD1 cars)
-Unlock late model RDS equipped radios

I have combed the LS1 forums for the various options available to GM owners, and came across EASE, autoenginuity, EFILive and autotap. My experience with GM is non-existent, but from what I read it seems none of the above will perform all the required functions. Will it have to be a tech2 off ebay for my demanding friend or is there a cheaper option?

Your collective knowledge would be most appreciated.

The plain scanner / logger tools will not make permanent changes.
I don't know about EASE but ATAP will not, EFILive old version will
not. HPTuners, EFILive FlashScan and LS1Edit are the main three,
there looks to be a TunerCat version out though from the BBS it
appears to want a little more time in the oven. For a shop you will
want to have a good sit-and-think about what vehicles, what type
of license scheme make sense (very pricey for do-all licenses,
various ways of slicing the pie found among the various tuners'
single/few-license "individual" scemes.

I don't think any of the tools have anything to do with the
key / transponder stuff, that's body module or some other thing
besides the PCM. Dunno about the radios either. The tools I
mention are aimed at engine /tranny control functions in the
PCM. Won't find walk-through diagnosis utilities on these like
you might on a manufacturer / dealership tool. Just access.
