corvette throttle actuator...eliminate surge

I have a serious sugre problem. Two excellent tuners could not figure it out.
I am trying to eliminate throttle blade actuation......"IAC" compensation....as the cause of my surge. The corvette has no IAC....it is controlled through the throttle blade which is controlled by a motor (drive by wire)
If I were to disconnect the Throttle actuator motor so that the throttle blade cannot move ......what kind of problems will occur? Will it go into "limp" mode?
I know it will set codes....can these be turned off?
