PO480/481 Cooling fan control Circuit

PO480/481 Cooling fan control Circuit I am getting a code that just will not go away. When I clear them they come back with time. What should I look for? In what steps should I tackle this? My car does not over heat and the fans kick on. Could it be a bad PCM??
