Cant get my injector pulsewidth below 3.0 ms

Just went out and did a quick check. I logged the Injector Pulse Width in tuners and I see that the car is actually about 40vac. I am seeing about 3.5ms on my injectors???

I thought anything close to 0 vac would be WOT. 3.5ms is a lot. Especiallty for larger injectors. You guys must put the "pig" in pig rich.

my new SVO30s idle at 2.4-2.6ms (park) and 3.2-3.4(drive)
my stock 26.4s idle at 2.9-3.1ms (park) and 3.9-4.0 (drive)
