Default speedometer going crayz

well it was storming in houston last night and i ran thru a couple of puddles .. kind of deep ones at that. Then i noticed my battery gauge was at full which is 18 volts not good. Then i look at my gauges and all the lights are going on and off randomly .. ABS.. airbag... brake.. TCS. I noticed everytime dash lights got dim my headlights got dimmer and power comes back battery gauge was at full... Is there some kind of shortage somewhere or the computer is messing up ? Because everytime these gauges go on and off my TCS and airbags system turn off and come back on. This could be dangerous. Any suggestions ?

Wow that's really odd. I would let the sun shine on it for a few hours and then see if it still does it. The TCS and ABS modulator would both be susceptible to deep water. However, I can't think of any reason why your whole electrical system would be screwed up.

Sounds like a shorted ground. Check the battery connections, starter, bat to ground, alt connections ect.

Yeah definitely could be starter since it's right down there in the elements.

You have to look from underneath to find the starter. It's on the passenger side next to the oil pan. However, you should know that 99's have always have problems with bad guage clusters so you might have fried that.
