Default Differences in IAC Effective Areas for Various Years

I was reading some threads about adjusting the IAC effective area by shifting the table. Interesting thing to note is the concept of shifting will result in a different answer for different years. If you compare 1999 and 2002 tables, you will note they are different through the heart of the idle range (counts 30 - 60). Does anyone know which curve best fits a FAST 90?

The attached graph shows the curves for 1999 and 2002. I highlighted the 30mm amount to illustrate that there are differences of 50% between the 2 years (% measured using 2002 as the base). This seems like it would be a big difference if shifted in to the low speed, low TPS driving range (e.g. counts 60 - 90)
