It's either provided with the injectors if you happen to get a flow match sheet with them or you measure it.
You can tweak it, but you get more effective results with the flow table.

Those are the values I have for the SVO 24's - they were pulled out of a ford PCM by an individual on the LT1 Edit mailing list. I do not have any direct data for the 30lb/hrs. As a general trend when keeping the same injector style (pintle, etc.) larger flow equates to a slower offset, as does higher pressure (the former having a much larger effect)).
It's up to you to extrapolate a vacuum dependency curve for that - I still haven't got around to doing one <img border="0" title="" alt="[Smile]" src="gr_stretch.gif" />
