Can I use this hptuners on another car?

I have my hptuners for my 2002 trans am automatic. and for an 04 GTO. I have a buddy that has a 99 trans am manual and was wondering if I can use my program and cable on his car?

for scanning, no problem
For tuning you either need to buy a license for a 99 v8 f-body, or have his PCM flashed to a 2002 PCM
