Evaporative Emission (EVAP) System Flow During Non-Purge ?

A friend of mine came up with the following code: P1441 - "Evaporative Emission (EVAP) System Flow During Non-Purge". Does anyone know what this means and what may be causing it?

From the Helms:
Conditions for setting the DTC
"The EVAP system develops a vacuum more than a predetermined value when purge is not commanded."
From me:
-Might- be the purge solenoid valve. It's located on the drivers side of the intake.
Get a look at a Helms for other possible corrective action/diagnostic procedures.

That solenoid I have found can get plugged up with carbon not allowing it to close.
I have taken it off and using low airpressure cleared the clog out and then EVAP worked correctly or if you notice the hose then going to cannister has a valve that allows low pressure to be blown through the system to clean that part.
