Default O2 sensor going out? (P0154)

Autotapped a friend's car to see what the SES was from, gave code P0154, or "HO2S Circuit Insufficient Activity Bank 2 Sensor 1". Did a little logging and found out that the B2S1 sensor was at a constant 447, every now and then going up or down a couple points. Could his O2 sensor be taking a crap on him? Or is it a wiring problem? Any ideas? His car: 98 A4 z28, light bolt-ons (gears, fipk, borla).

This problem started after he had his tranny rebuilt, so I'm leaning towards something besides a bad sensor.

Check & see if it is connected, damaged wiring, or a broken o2. Pcm reference voltage is about .44 so the problem probably at the o2.

ditto, O2's stuck at .4's usually means a dead O2.
