Yes, look under the hood, the cable from the pedal to the ASR, or throttle bracket, has a self adjuster on it, and normally when fumbling around under the hood the adjuster clamp comes undone. If you look near the middle of the cable, there will be a "coupler", make sure it is locked down. If you have someone operate the pedal, you should see it flexing if the adjuster is loose.

Also, while adjusting the cable, you can hook up a scanner that will tell you, in real time, the percentage your throttle blade is open. I use an AutoXray, but any scanner will work. When it reads 100%, you're done.

Snug the cables in the engine bay first, but also check
that you don't have a carpet problem (bunched up)
and last, that you don't have some remaining slack in
the non-adjustable cable from the pedal to the pulley
cluster (TCS cars) that would require you to add a
spacer.
What you're really after is dead horizintal open on the
butterfly (check by ruler) as well as a healthy ~4.6V TPS
voltage (DMM, or read back from PCM).
