Default NO cominication with ANYTHING?

I just finished getting my 408 in a 99 vette. I was ready to light her off for the first time. I turned the key expecting to hear the fuel pump and there was NOTHING. temp gage reads 260 and fuel says nothing (full tank and its 60 here). I try to check codes and there is NO comunication with any systems. the ground strap by the started is hooked up to the block and the 2 on the drivers side are hooked up to the block. I sent the PCM to jeff at PCM for a safe tune, could something be wrong there? Any ideas on where to check ?

Time to pull out the voltmeter?
Could be a number of things
I'll state the obvious...CHECK OVER ALL CONNECTIONS

checked over ALL conections looked back behind intake. i removed 4 ground straps and replaced 4 ground straps. I am baffled by the fact that the car doesnt see ANY system... pcm, bcm, hvac. the whole list that it scrolls through in diagnostics mode ( NO COMMS ) . Could something be wrong with the tune on the computer?? maybe jeff type in a wrong # ( i dont know ANYTHING about those. does it require the vin #??)

this was what i dreaded most out of this swap and electrical problem..

Did you check all the fuses? Did you check the battery to make sure it's good? Did you over torque the pcm wireharnes bolts? Do you have a spare pcm you can install?

checked all BCM and pcm fuses.
batter is in fine. Enough to make one fan turn on when i connect the battery.
nope they are in there snug.
i could get one but wouldnt it have a different vin and cause things to get even more confused??( if thats possible )

Charge up the battery..........
Try to bring the BCM out of its sleep mode...........
