Default TB Bump Stop Fine Tune

I'm trying to get my closed throttle TPS output value (blue wire) closer to 0.0 VDC. The input is 5.02 VDC (grey wire). The closed TPS reading is 0.654 VDC not ZERO as it should be. This reading is with the stop screw backed all the way out. How do I get the reading closer to 0.0 VDC?

I don't think it is 0v that you are looking for. If I remember right, you want .5v with it closed (blue wire) and no more than 4.7v with it open.

I believe if you get 0 volts, the PCM will think that you disconnected the sensor or that it has gone bad.
