Reason for idle not decaying?

Reason for idle not decaying? Since I put in my cam (98 camaro), whenever I come to a slow to a stop(6speed) and put it in neutral, my rpms hang at 1500rpms and do not come down to normal idle until a complete stop. I've put some idle decay using Hp tuners, do I need more. Why does the computer do this? Someone told me when you make over 400rwhp it is necessary for it to do this, is this correct and why?
I put a LS2 402 in mine (98 z28 M6) and I am having the same issue. I am currently waiting on HP Tuner myself and would like to know the answer so that I can fix it when I get it.
