Question stuttering at start

i'm actually posting this concerning my brother's car, but he hasn't posted about it yet so i figured i would.

he just bought a 2000 z28, it has a nice cam (between moderate and wild i would say), heads, intake manifold, exhaust, and headers. right now when you first start it it'll idle at about 300 rpm for 5 or 10 seconds, after that it'll idle normally, unless you stall it and have to start again. what's the problem? could it just be a bad tune?

I am gonna say tune. Just make sure the fuel and spark systems are OK so you can be sure to find whats going on, I would guess it isnt tuned though.
